How to add items to Look&Feel list? How to install new look? I want to use Darcula in RubyMine but there is not one in the list. In PyCharm, the Darcula look is not more beautiful than in IDEA.

You cannot -- each EAP build comes bundled with its own 30-days license (it's done on purpose, so that person who uses it does not use old build -- at the end of the day the one of the purposes of EAP program is to receive feedback from users, and if you are using old/obsolete build your suggestions may not be actual at all).
You will be able to register it once EAP program will be over (when v5 will officially be released).

Darcula should be available in RM 5.0 EAP. What version of RM are you using?

Next EAP build will have another license with different expiration date (another 30 days) -- this is not an indication of close release date.
Next final version (5.0) will be released when it is ready. But generally speaking it is planned for Q1 2013 as described in Development Roadmap at http://confluence.jetbrains.com/display/RUBYDEV/Development+Roadmap
