It is absolutely enough for me to have small button in the beginning of a string: But also without this annoying notification "Click or press Alt+Enter".
I like this inspection, but let it appears only as small icon I've described in the second post. I also could add some special effects for those variables (e.g., undervaved). But this popup appears every time I move my mouse and makes me crazy :)

You can disable this inspection. It's name is "Unused local variable inspection"
Go to Settings, select "Inspections". In the inspections tree select "Ruby" then disable "Unused local variable inspection" inspection.
