rails gem isnt activated

how to activate the new rails gem that i have installed?
i am runnin on rubymine3
im new.
i have put the rails gem into the list of gem for the project but it still give me error
the only time there is no error is when i try to run the project with the default rails 3.0.3 gem
i installed rails 2.3.5 gem..
