In what file does IntelliJ store toolbar settings?

I cannot see the main toolbar even though I've uninstalled and reinstalled IntelliJ 13.0.1 and set the menus to "Restore to Default". I was wondering: how this is persisting?

I'm running on Windows 7 x64, on JRE 1.7.0_40-b43 x86.

Have you tried main menu / View / Toolbar toogle?

Thank you, that was the fix. That said, where was this preference being persisted that uninstalling the application and then not import preferences and settings that this remains?

I could miss some points in your scenario. Anyway: a) uninstalling the IDE does not remove settings (preferences) by default, b) in IDEA 13 the toolbar is hidden by default, so once a user installs quite new build, the toolbar "disappears" until the user manually returns it back. Does it asnwers the question?

Hidden by default? That explains the mechanism... is it normal then to have on the far right of the navigation buttons that normally appear on the tool bar (ie run, debug, coverage etc?) when view toolbar is turned off? It seems like a strange choice.

It's normal in terms it's by design. Just saving the screen space.
