Missing Language annotation

Hello Tobin,

We don't auto-add annotations.jar to the classpath of your project because
we don't know if you want to use this functionality. We can probably provide
some UI to make this easier to configure, so a JIRA request is welcome.

On a fresh 8M1 install, I'm unable to use the new Language annotation
because IDEA can't find the annotation class (well, the org.intellij
package actually). I can probably go find the right jar and add it to
the classpath myself, but I think it should be configured correctly
already.
