Settings management is performed via the 'Main menu | File | Import/Export Settings'. Unfortunatelly, run configurations are not included to the processing. Feel free to submit corresponding feature request.

Can't say for sure. That is a question of tasks priorities. Anyway, there are no chances that that can be resolved without a ticket ;)
