Serious Refactoring issue in 7.0.3: refactor copies instead of renaming

When I use refactor -> rename on a class or package, instead of getting the expected operation I get instead a copy of the original
class or package. Don't know if anyone else has experienced this? Just started happening in 7.0.3.
