ClearCase file status sometimes inconsistent

I am using the latest released build, and I find that ClearCase access to a file is sometimes inconsistent.

In the screens attached (edited for IP), edit1 shows that Intellij knows that a file is under CC control and can be checked out. In edit2, I try to modify the same read-only file, which brings up the prompt. As shown, the prompt does not give the option to checkout using CC.
