I ran into this pserver bug because IntelliJ no longer seems to handle :ext: roots that use ssh as the rsh.

...And could you please let the IDEA user disable the local VCS for real...

Even when disabled, the popup progress bar that starts when opening a project (optimizing process) still says that the local VCS is being synchronized.
