6.0.2: CVS Roots: Test Connection: "Couldn't connect to lock server"?

6.0.2: Build #6107

Under CVS Roots, When I click on the Test Connection button, I return the following message:

"Couldn't connect to lock server"

Does this just mean that the server is unavailable?

It means a CVSNT server problem. Please check whether the server the lock
service is running.
