Not close Commit Changes window on commit

I have couple of question on  Commit Changes window

1) Is it possible to make by default so that no files are checke when window is opened? Currently all changed file in (active change list) are checked.

2) Is it possible not to close window on commit but make it possible to check and commit other files without need to reopen it again?
