658 Inspection?

What is the Inspection icon that the 658 install put on my desktop?

Idea's "inspect Code" function can be run outside of IDEA as a separate app.

When I double click on it, it does nothing, i.e. no separate app comes up.

You're quite right. Thugh command line inspection won't run just by clicking
desktop icon because parameters are necessary. Icon appeared by error and
will be removed.

Perhaps you could make the icon come up with a "readme" file on how to set up off-line inspections. It would drive more people to use them. I think that right now the function is generally buried in IDEA, and most people don't even know that something like this is possible.
