I'm unable to click balloon during debugging in PhpStorm

It is just one cm away but if I move the mouse pointer it disappears... I've been looking this behaviour since version 4... but I think... maybe because of my setting customizations... anyway have someone encounter himself with this bug? If so I could file a issue in youtrack. Please take a look at the attached screenshot
