Issues with PHPStorm 2024.1.7
Hello. I have a perpetual license from PHPStorm 2024.1.7 and am having an issue I can't figure out.
I had it installed on my laptop originally, and it worked perfectly fine (Even after the original license expired and it reverted to the fallback license). I recently switched to a desktop from my laptop (which is no longer usable), and am having a couple of issues.
#1, I do all of my development through a WSL instance. On my laptop, whenever I opened PHPStorm it always opened to the last project I was working on. Now on my desktop, it takes me to the main PHPStorm project window, and I have to select the WSL instance and project folder I want to work on before it opens a SECOND window with that file contents.
I have went into settings > Appearance and made sure ‘reopen projects’ is checked, but it doesn't seem to persist between application closes as once I close out of PHPStorm and open it again, it takes me back to the project window. I would like to regain the functionality to just have to open PHPStorm and my most recent project opens with it.
Secondly, this is new, whenever I do open a project, I get a dialog popup that says ‘License expired’, which prevents me from opening any projects until I click ‘close’, to which it then opens the project. My sub license is expired, but I have a fallback license so not sure why this is happening as it doesn't do it on my laptop.
Any help would be appreciated.

The issue with the license you're facing is most likely the following one: IJPL-177419. It's hard to say without seeing the logs, but judging by the description, this seems to be the root cause.
Regarding the issue with reopening the project, I was unable to reproduce it. Please share a screenshot from Settings | Appearance & Behavior | System Settings.
Yes, that link does appear to be the problem, but there's no solution to it in the thread you provided. (aside from having to just click the box away, which I can already do)
Additionally, I have this same version on my laptop using the same license key, and I do not get the license popup. It's only on this new workstation with PHPStorm recently installed that I get it.
NOTE: I enabled ‘Reopen projects on startup' and clicked apply, but it does not save the settings over restarts. If I close the IDE out and open it back up again, the setting is unchecked and the ‘load project’ screen opens again.
I also tried enabling settings sync to sync it with my laptop settings (which were working perfectly), and I am still having issues.
I am using 2024.1.7, and here is a screenshot of my settings screen.
Just an update, it does look like just clicking ‘Enter License’ works, but I can also (as previously noted) just click the close button. That doesn't solve the underlying issue though and is a burden to have to do that every time I open the IDE. (Especially when I don't have to on my other device using the same version and key)

Is there any update on this? Both of these isues still exist, and it's frustrating having to jump through hoops multiple times a day.

However, Gateway opens the project differently from how it is implemented for local development, so it is not possible to use this feature there. The feature works when a remote development connection is maintained from the Toolbox app (SSH available in Toolbox app since version 2.6):

I do not do 'local development' in the literal sense. I connect to a WSL instance which technically is considered 'remote development'.
I am also confused why two PCs with the same setup (including same WSL instance version and PHPStorm license version) are acting differently. The original machine works as expected, but the new one does not.
