Unable to create a new file using navigation bar

I use Gateway with a CLion on a remote machine. I used to create new files in the directory using the navigation bar located on the top, but now it allows me to create only “Dev Container Config…”:
Using keyboard shortcats CMD + UP and CMD + N to create a new file also don't work:
How to fix that and have a list of file templates like I have when I create a new file using the Project window?
