IDE frozen and spinning wheel on startup

Suddenly the IDE is frozen and all I get is the spinning wheel when it's trying to connect to the default DB (Redshift) on AWS. There are no network issues as I can connect from other sources. I assume I need to delete a file to make this work but which one?

This issue is probably related to IJPL-195175. Please try to close the IDE and remove the IDE system folder's caches folder.
