'Refactor This...' is not shown on Project View Popup Menu

Refactor This... is added in Settings | Appearance & Behavior | Menus and Toolbars | Project View Popup Menu, but it doesn't exist on real popup menu list.

Refactor this... action opens a popup with all refactorings available for the selected item, which you already see when open Refactor sub-list. To me it seems it is redundant it that group. Please follow the https://youtrack.jetbrains.com/issue/IDEA-193379.
