Is there a fix for IntelliJ/etc flashing on external monitor?

Every now and then IntelliJ (and PyCharm, and I expect the other JetBrains IDEs) will start flashing lighter and darker on my external monitor. Its erratic but if I stop moving my mouse seems to settle down into about 0.5s intervals. Other applications don't flash like this (even if there windows are open at the same time); it's specific to JetBrains apps. I've never noticed it on my MacBook primary display, just on external displays. Lots of people have posted about this over the years, but I've never seen a definitive explanation and fix. Does anyone know if there is one?
