Student license

Hello , 

I live in Syria and study in Damascus University and we are learning C/C++ i found CLion very good but it need a license.

I've found that there is a "Student License" but unfortunately we don't have emails in out university, so i think because of that i can't found my university in the list ? or there is something else ?

Hello!

Unfortunately, we are not able to provide licenses to customers in Syria, sorry about this. Here is the quote from our Purchase Terms:

In accordance with the EAR, JetBrains Products and/or JetBrains Plugins typically:

  1. Fall under the Export Control Classification Number (ECCN) EAR99;
  2. May be exported under the EAR to entities with No License Required ("NLR"), except for entities within restricted and/or embargoed destinations, identified as prohibited end-user(s) and/or participate in prohibited end-use and/or proliferation activities. Restricted countries currently include, but are not necessarily limited to, Cuba, North Korea, Sudan, and Syria.

As a good alternative on Windows, you can try Visual Studio Community edition: https://www.visualstudio.com/vs/community/

I would like to kindly note that the comprehensive sanctions program on Syria has recently been revoked by the U.S. government, and the Syrian Sanctions Regulations have been removed from the Code of Federal Regulations. This means that Syria is no longer subject to the broad embargo that previously required automatic denial of exports.

I realize that individual export controls may still apply under the EAR, and that JetBrains products fall under EAR99 classification with “No License Required” (NLR) in most destinations. Since Syria is no longer under comprehensive sanctions, it may now be legally possible for JetBrains to allow access to users in Syria under NLR conditions, unless a specific end user is personally restricted.

As a student who is currently in Türkiye and preparing to move back to Syria, I sincerely hope JetBrains will review this matter in light of the updated regulations. I understand that policy reviews take time, but I wanted to bring this change to your attention respectfully, as access to your tools would be of great value for education and development purposes.
