I see no tooltips on your screenshot. You must be talking about Code Completion popup...
Problem is -- you are using custom GUI theme (Material UI Theme plugin most likely) .. so you better ask plugin authors first ... as in general (AFAIK) such stuff is controlled by GUI Theme which is not user controllable (unless plugin allows that).
