Can't create a run configuration in IntelliJ 2018.2

I am unable to create new run configurations in IntelliJ 2018.2.
When I go to add an irb or Rails run configuration, it seems to create a generic section, but not the run configuration itself, and the only thing I can edit is the primary template.
Is anyone else affected by this?

Just in case anyone else is bitten by this issue, it ended up being the Docker plugin. Once I removed it, everything operated as expected.
Hi. Are you sure the problem was caused by the Docker plugin? Could you please provide idea.log (Help | Show log...)?
