Looks related to https://youtrack.jetbrains.com/issue/IDEA-158920; strange that the shell prompt is not shown at all. Do you use cmd.exe as a shell? did you modify its standard prompt in any way?
Today I've updated WebStorm to v1028.3. I still get the same problem, but it does not always occur. Sometimes closing and re-opening the terminal eliminates this problem. But it does not always help.

I use PowerShell when I use the command line manually.

No, I changed nothing.

and what shell is configured in Settings | Tools | Terminal?
cmd.exe in my office, but in office I haven't the problem. In the evening I will check it at the home laptop where this problem was occurred.

I checked - it uses cmd.exe too.

Yes, it is the same bug exactly.
