Is it possible to show/create a quick list with all consoles for all connected databases like it is implemented in the Scratch plugin https://plugins.jetbrains.com/plugin/4428-scratch for scratch files?

There is no separate quick list for data sources. I've filled the request, please share your thoughts and vote in https://youtrack.jetbrains.com/issue/DBE-7493.
Please note that you can use Ctrl(Cmd)+E (Recent Files popup) that shows recently used data sources. Does it help?
You can also navigate in Database tool window via Alt+1 and use speed search there to select needed data source.

Recent Files popup helps, but I have more databases which I am not using so frequently, so they all appear on recent files.
