I received the same prompt as well from PhpStorm 2022.3 directly on the first launch after upgrading macOS from 12.x to 13.1.
Why is PhpStorm requesting this permission from a user just on a regular start of the application? I'd understand if I initiated some pair programming with video conferencing.
