How do I set remote host and credentials, 2019.1 EAP 191.4212.38 on Windows?

Toolchains remote host page - both remote host and credentials are greyed out. Both with and without an SSH session open to the host. How do I specify the remote?

Actually, the "folder" button is clickable, it opens a window to configure the Credentials:
