full remote does not work in 2019.1

I'm trying to use clion to edit files on a remote linux machine, my local development host is also linux, ubuntu 18.04.
based on: https://www.jetbrains.com/help/clion/remote-projects-support.html
Select Remote Host from the drop-down menu and click  in the Credentials field. ---> When I click on toolchain then the + sign, all I got is a "System", there is nothing for Remote Host, can not add remote host per the help doc at all.

Do you have the "Remote Hosts Access" and "Remote Hosts Data Access" plugins enabled in File | Settings | Plugins?
There should be a drop-down menu:
my remote-hosts-data-access was not on, thanks for the help.
