Mac OS - File Names are Blank When Maximizing, Present without Maximizing (Mojave, PyC2019.2 and 2019.3)

I am allowed to open files, but there is no text at the top where the file name is listed. It's just a blank rectangle.

This issue is present when I am using full-screen view, and is not present when viewing the application within its window.

Any tips? I'm probably going to revert to 2019.1 or so
