If hot swap fails, restart debug session reloads the domain in glassfish, instead of redeploying.

When building the project while debugging, sometimes the hot swap fails and I have to restart debug session. When I do this, the glassfish domain is reloaded (and the application is deployed again). 

Where can I set that after restarting the debug session glassfish redeploys the application, but doesn't restart the domain.
