Plugin "Rust" was not loaded: required plugin "org.toml.lang" not installed.

Hello,
I launch CLion today and it said a couple of plugin had an update, Rust and Lua. I went through the update process, restarted, and now I get an error during CLion launch.
Plugin Error
Problems found loading plugins:
Plugin "Rust" was not loaded: required plugin "org.toml.lang" not installed.
Disable Rust
Open plugin manager
Has anyone seen this before and if so did you find a way to correct this?
Rust version installed in Plugins: 0.2.103.2131-192

By sheer chance, I uninstalled the plugin, then searched the marker placed and re-installed. The install process said two other dependencies were need and one of them being toml. The install process installed all dependencies and CLion launched without issue. I wish the update/upgrade process would install any new dependencies.
I installed this plugin Rust in IDEA, but different point is not auto installed all dependencies when installed one. Fortunately I saw the list of "Market" above have the plugin of "Toml", and then I installed it. So that, restart the IDEA, and the Rust can support perfectly.
