How do you open a SECOND WINDOW with another project?

It used to prompt me for this. Also I used to be able to go into a repo and type "idea" and it would launch the editor with that project. That doesn't work anymore.

And why can we still not open multiple projects in the SAME WINDOW? That shortfall is quickly becoming more frustrating to work around. Eclipse has had this capability for years. Yes there are many clunky hackish work-arounds to do this in intelliJ but not all work with all languages.
