Disabling "Run" touchbar layout

Hello, I customize touchbar and it works great. But everytime when Docker is running as a service (and this is all the time) in PhpStorm I see only "Run" layout on touchbar and I cannot access the alternative (ctrl/alt/cmd) layouts either. Is there way to disable this behaviour (but without disabling debugger layout)?
