Local history is empty and shelf is gone.

I clicked unshelve in the shelf tab. The program terminated, and I forced quit. When I opened it again the shelf and local history disappeared. How can I restore them?

If the app was not shut down properly, the caches can be damaged and there is no way to recover them.
To resolve the crash issue please file a bug at https://youtrack.jetbrains.com/newIssue?project=IDEA with the crash dumps attached.
Unexpected shutdown could affect metadata and that is why no shelves are listed in the UI, but shelved patches could still be there, in the shelf folder.
Please check it via file explorer

Freezes can cause caches/local history corruption.
Local history is not a backup replacement.
Please send the logs/thread dumps to support via Help | Collect Logs and Diagnostic Data so that we can investigate the root cause of the freeze. You can also use jstack to get thread dumps when the IDE is not responding, see https://intellij-support.jetbrains.com/hc/en-us/articles/206544899.
