Attempting to navigate to nonexistent test from test subject does not prompt to create a test

If I go to Navigate | Test from a Rails controller file without tests, I get "No test subject found," even though your docs say I should be prompted to create a test. https://www.jetbrains.com/help/ruby/navigating-between-test-and-test-subject.html

could you please specify your RubyMine version? Does the same happen on 2020.1 EAP?
