Database console/output panel arrangement

In a previous version of pycharm (not sure which one) I was able to arrange the DB console and output panels to be side-by-side at the bottom of the pycharm window and they would stay that way after pycharm restarts.

Now, I can arrange them ok, but every time I restart pycharm they go back to console in front of output in a separate tab.  I have tried Window->Store Current Layout as Default but that doesn't help.

Just tried it on pycharm 20.1.2, same problem.
