Recently introduced loading bug?

Hello, I started noticing this after one of the recent major updates.

On starting Intellij, it will (I'm assuming by default) pick the last project that was loaded to start.

This is fine, but sometimes I don't want to load this specific project, so I used to be able to select Cancel from the project loading status dialog, and Intellij would resort back to a dialog containing a list of all known prior projects to select from. And I got rather fond of this "feature", and got pretty instinctive to do.

Problem now, if I perform this same process, the Intellij UI simply dies and leave a hanging Intellij IDEA instance that needs to be manually deleted to get it functioning again.

Is this a known problem? Should I open a bug?
