How to disable or modify highlighted cell in PyCharm jupyter notebook?

Here is a screenshot. The bottom cell is selected with the background highlighted in grey. It's distracting and harder to read for me. I like the top unhighlighted cell. Where in the preferences in PyCharm do I disable or modify this? I'm using Dracula theme.
