Can't change python repository. PyCharm Broken

Hi,
No matter what I do, PyCharm won't let me change the python repo. It always stays https://pypi.python.org/simple. Add new repo, edit old one, it always becomes just the simple repo.
The other problem. is that when you install packages in your virtualenv, PyCharm doesn't seem to notice the packages are there and when you debug something it says package not found. but IT IS THERE!
How to fix this?
