Docstring preview won't show on hover

Last year, I seem to remember being able to hover my mouse over a Python entity (e.g. function or variable) whose definition I had written a reStructuredText docstring comment for, and it would show a popup with the docstring rendered.  It is no longer doing that for me.  I can manually get the preview to open by invoking the Quick Documentation keyboard shortcut, and that looks fine.  In that window, clicking the vertical ..., there is a command "Show on Mouse Move".  When I choose that command, it doesn't seem to do anything -- for instance it doesn't get a check mark next to it.  This article suggests Settings > Editor > Code Editing > Quick Documentation, but I don't see anything about Quick Documentation at that location.  Elsewhere, I see a setting called "Show the documentation popup in 1000 ms", but that also doesn't seem to enable the preview.  I have done Restore Default Settings, Invalidate Caches, deleted my .idea folder, but I can't re-enable the functionality.
Any suggestions?

Hi, you mean this option, right?

If you can't enable it, it's probably a bug. 

I would suggest to try a clean reinstall while deleting the following directories:

https://www.jetbrains.com/help/pycharm/2020.3/directories-used-by-the-ide-to-store-settings-caches-plugins-and-logs.html

Deleting all leftover directories from the current and previous versions will ensure IDE is started with a clean state.

If this doesn't help, please provide Logs from **Help | Collect Logs and Diagnostic Data** after reproducing the issue.

Thank you for the response.  Yes, that picture shows the option to which I refer.  I uninstalled, deleted the referenced directories, reinstalled, but it still doesn't seem to work.  After not using it for a bit, I guess I have concluded it is not a critical feature for me.
