Notes on classes, fields or methods

Is it possible OOB or with some plugins to make notes on code (but not in code, so commentary isn't an option) bound to specified classes, fields or methods? I've found some plugins providing similar functionality (like Code Reading Note) but all of them bind notes to line numbers which is not convenient as such binding often gets broken when the code is changed, another branch is checked out or changes are fetched from VCS.
