Plugin Marketplace getting Code 403 when trying to install a plugin, or when trying to view the marketplace
I have been trying to get my plugin marketplace to work all day. When I go to the marketplace, I still see the plugins, and I can even search for them. However the descriptions don't show, and when I click the install button nothing happens. I looked through the logs and I notices some pieces like so:

I don't know what I need to do to fix this, but I can't do anything involving plugins anymore. This hasn't happened for me before, and I just noticed it today.

Event trying to download from marketplace manually through a webbrowser is failing with Access Denied
Do you have any proxy servers? Does the webpage open in Chrome incognito mode?
Having the same issue in Pycharm and intellij
Getting the same issue on DataGrip, Pycharm & PHPStorm When trying to install or update plugins.
I have the same issue after reset the phpStorm 2022.1.2, then I cannot install any plugins.

Marketplace seems not responding.
If you go to website you only get "connection refused" errors. Preview is loading forever

Seems to be a problem with marketplace server
