Check for updates doesn't work from Help menu but works from Settings

I have PhPStorm 2022.2.4 on Windows 10 and when I check for updates with the menu in Help > Check for Updates I get notification "You already have the latest version of PhpStorm and plugins installed.". However, when I go to Settings > Appearance & Behavior > System Settings > Updates and click "Check for Updates..." then a new version is found. I have automatic updates disabled and check for updates manually from time to time. Why doesn't checking from the menu option work while it does work from the settings? Is this a bug or some settings on my end?

The same thing happened in version 2022.2 - I missed all the minor updates because the Help menu check didn't find anything so I thought there were no updates until I did the check in the settings. This worked in earlier versions for sure, because I always used the Help menu to check for updates and I was always offered an update when one was available.
