Annotations, syntax semantics not working in project

Hi ,
I have just created a new project and found that annotations are not working, and syntax highlighting is also disturbed. On the top right it says the code is analysing, and it never completes. Could I please have some help.

What kind of project is that?
Is the issue reproducible with all downloaded plugins disabled and IDE restarted? 'Preferences | Plugins | ⚙️ | Disable all downloaded plugins'
