New UI - Tabs in multiple rows

The option to display tabs in multiple rows has disappeared in the new UI. Instead it is possible to put pinned tabs in another row, but that is not what I want. When too many tabs are open they are hidden and you need to scroll, not my preferred way of working.

Is there some way to still enable multiple rows for tabs? Formerly it was available under Settings > Editor > General > Editor Tabs.
