Just had this issue with one Asp.Net Core Net 8.0 project and this worked for me from @TomParis:I just had this same issue. However, all I had to do was invalidate the cash and restart.

It might help if you implement a message to indicate that the AI agent is not working. As is, it is very confusing because you can click on the blue button and nothing seems to happen.
