Installing https://aur.archlinux.org/packages/phpstorm-jre resolved the issue.

I'm using the AUR for Arch. I'm running on Manjaro Linux. Have never had an issue in the past.   https://aur.archlinux.org/packages/phpstorm

I've also disabled the "com.dubreuia" plugin, but the issue persists. Also, just updated to phpstorm 2021.2.2, but still no change.
