There are just a couple of hotkeys that are incorrectly marked as conflicting: https://youtrack.jetbrains.com/issue/JBR-2754 Other than that - there shouldn't be any issues.

Yes, looks like a widget bug. You can always reliably check your project PHP language level at Settings (Preferences on macOS) | PHP.
