This issue just gets worse and worse. Comparing the file tree is now a separate action and is displayed in a completely different place.

I see. They are there but just hidden. They aren't visible when you open the file and aren't visible when you edit the file. They just appear when you start hovering your mouse over the file.

This is so irritatitng. I remember now why I have been running 2018.3.1 for the last 2 years. I was forced to upgrade by the company for security reasons and now I have a useless diff dialog again....
