Could you clarify what version update cache you mean? Maybe a screenshot of what you see might be helpful to understand.

Could you try to reinstall the Dart specific plugins to the latest available version and check if you still see this ?

Could you test by disabling custom plugins via Settings | Plugins | ⚙ | Disable all downloaded plugins.? From the thread it seem the problem might be with theme assets.
