In order to undo "Don't warn about this target", please go to .idea/workspace.xml and remove your branch from <component name="Push.Settings"> <force-push-targets>

You can enable non-modal commit by going to Settings/Preferences | Version Control | Commit Dialog and check "Commit From local Changes without showing the Commit dialog".
