There is no web version of PyCharm.
Only the desktop one. You can use JetBrains Gateway for fully remote development though https://www.jetbrains.com/remote-development/gateway/

I have seen AWS Code Catalyst has an integration to Pycharm (on web). This would be nice to be public because other Data Science platforms can use pycharm ide.
For example, I work using DominoDataLab. They can configure IDES (check https://tickets.dominodatalab.com/hc/en-us/articles/9622299237780-Exotic-IDE-VNC-or-Compute-Environment-Support-why-is-it-not-supported) for working. Jupyterlab is the default and it is okay but Pycharm is waaaaay better. It would be great if dev team can release this web version of Pycharm
